Did you mean distress inkpads? - pads - you can press them on acetate and use a waterbrush for painting or distress edges by spreading colour on your work with a foam pad using circular motion (on a nonstick craft sheet)
I'd get the bottles for re-inking pads

I agree with Jane , choose your pads if stored correctly ( upside down ) they will last for ages and use ink for refilling if they dry out and the pad has'nt been damaged .

You can also paint using the re-inkers and make background papers with them. I guess it depends what you want to use them for as they both have different uses. I have both and use both regularly, but if I had to make a choice I suppose that I use the pads more often than the re-inkers.
